Perales & Associates Evaluation Services (PAES) is a California-based program evaluation service that works with federal, state, and local public health agencies.

We provide public health program evaluation and strategic planning services to organizations that are involved in educating and providing services to the public on a number of critical issues. These include adolescent pregnancy prevention, environmental health, injury control, early breast cancer detection, tobacco control, food security, and nutrition education programs.

We have worked with agencies throughout the state, using a collaborative evaluation approach that helps us understand each client’s unique challenges and strengths.

Dr. Daniel Perales is a skilled program evaluator who serves as co-partner of Perales & Associates. He has over 30 years of experience conducting evaluations for a wide range of California state and county government agencies, in addition to working with a range of non-profit community-based organizations.

His program evaluation work has impacted an array of programs, including those related to community and school-based nutrition education, evaluation of local and regional tobacco control policies, as well as studies of bicycle safety helmet use, immunization community-outreach programs, and needle exchange harm-reduction programs designed to reduce HIV transmission.

Dr. Perales has authored nearly 100 publications across peer-reviewed journals, monographs, book chapters, and community-based evaluation reports, in addition to nearly 80 peer-reviewed and invited presentations at professional conferences.

He is first author of Evaluating and Improving a Health Promotion Program, a book chapter in Health Promotion Programs: From Theory to Practice, and is the sole author of the Primary Prevention and Program Evaluation book chapter in Prevention is Primary: Strategies for Community Well-Being.

Dr. Perales holds a Bachelor’s degree from the University of California at Berkeley, as well as a Master’s and a Doctorate in public health from the University of Texas School of Public Health. He is Professor Emeritus of Public Health in the San Jose State University Department of Health Science and former director of the MPH Online Program.

His 25 years of teaching experience was primarily in Health Promotion Planning and Evaluation, Social Marketing and Epidemiology. Dr. Perales has served on the editorial boards of Health Education and Behavior, Health Promotion Practice and the Californian Journal of Health Promotion. Dr. Perales has served as a member of the American Public Health Association's Strategic Planning Committee, the APHA’s Governing Council, and is a past president of the National Society for Public Health Education.

Since 2003, he has been a member of the Prevention Institute’s Board of Directors and is presently a public health evaluation consultant to Catholic Charites of California and to several California public health departments and non-profit organizations.

Denise Cintron Perales, PAES Co-Partner, has a wealth of hands-on program management and evaluation experience. Prior to joining Perales & Associates, Denise spent over 15 years in the field of non-profit administration. She recognizes the program manger’s challenges associated with conducting program evaluation and can provide them with insightful support for conducting effective evaluations. 

She has 20 years of tobacco control and nutrition education program evaluation consulting experience. Her expertise includes quantitative and qualitative evaluation instrument development, data analysis, and writing and presenting evaluation reports. She is skilled at developing the tools and methods for ensuring that evaluation activities are conducted in a collaborative manner consistent with the evaluation design and the program’s objectives and timeline.

Her practitioner skills, coupled with her evaluation and project management experience, are complementary assets to the core evaluation activities of Perales & Associates Evaluation Services.  

Denise earned a Bachelor of Social Welfare degree from Florida State University and a Master’s degree from the University of San Francisco in Human Resources Organization Development.  She has co-authored numerous program evaluation reports and case studies, including Assessing the Impact of Nutrition Education at Produce Distributions, Linking Produce Education and Specialty Crop Distributions at California Food Pantries, and the HEAL Project Evaluation Plan Report.

She has presented at professional conferences, speaking on the following topics: Theory of Change in Action: Using the California SNAP-Ed Theory of Change Model to Analyze Your Efforts and Build Effective Programming, and Nutrition Education Evaluation Strategies: Findings from the Walk the Line Intervention.

She is a member of the American Evaluation Association, as well as the national and local chapters of the Organization Development Network and the National Association for Training and Development.

Mimi Kelly serves as an evaluation associate with Perales & Associates. Her background includes experience as a health educator and project coordinator supporting complex public health research projects. At Perales & Associates, Mimi assesses the efficacy of California’s public health nutrition and physical activity initiatives in schools and communities, as well as tobacco control policy programs for several statewide agencies that serve diverse populations.

Mimi is a huge asset to the business, handling a range of research and program tasks that include conducting key informant interviews, analyzing qualitative data to identify key themes, producing training evaluation summaries, and contributing to PAES’ evaluation publications. Mimi earned her Master of Public Health degree from San Jose State University.

Alexandra (Alex) Mentz provides support for the PAES team. She is skilled at quantitative and qualitative data entry. Her accurate data entry is an important component of what we do as it provides PAES with the data needed to document the successful outcomes of the evaluation projects we undertake.
